Giampiero Soncini is CEO of software company SpecTec, the world's largest maritime software company. He has led the development of Shipdex, a new standard protocol for ship technical information, which should avoid the need to use paper manuals and drawings on ships. He spent 14 years in the Italian Navy and 12 years at NATO, where he acted as a technical manager for research vessels, one of which was the first vessel with GPS and an INS.

Fleet Broadband Group on the UNOL's Research Vessels
Mike Gagne is the senior electrical engineer for the Ship Operations Marine Electronics Group, at the Woods Hole Oceanographic Institution. He previously owned a marine electronics facility in New Bedford, MA for a number of years, repairing all commercial Maritime vessels navigation electronics. Mike also was an electronics instructor, and is currently certified by the Massachusetts Department of Education. He is a certified technician for SeaTel, Furuno, NMEA, and Kongsberg (Dynamic Positioning Systems.) He is a member of the Global Maritime Distress Safety System Task Force, NMEA, IEEE, and holds a current FCC GMDSS Maintenance Technician license.

ENavigation Technology, the Deepwater Horizon Oil Spill and the Future of Ship Owners' Legal Liability
• Limiting a ship owner’s liability for marine accidents that occur without its prior knowledge or control has been an important element of maritime law
• As a result of the Deepwater Horizon oil spill, the U.S. Congress is considering amending the law to allow imposing liability on ship owners without a finding of fault
• At the same time, new electronic navigation systems are being proposed that would give ship owners the ability to monitor vessels in real time and giving them virtually “continuous” knowledge and control
• If the Limitation Act is repealed these new systems will be essential to providing ship owners with the means to improve safety oversight and avoid liability for accidents
• Even without an change in the law, as these new systems become available, the maritime industry will need procedures to maintain vessels in seaworthy condition which make meaningful use of the wealth of shipboard data these systems will provide
