IN MORE DEPTH
There have been many exciting developments in electronic navigation in the past few years, including broadly expanded coverage availability of electronic navigation charts, improvements in chart display technology, developments of distribution centres for official vector electronic charts (ENCs) and movement ahead in the legislation including the broad acceptance of official raster charts as an adequate means of navigation when no official electronic vector charts are available.

Electronic chart systems, when they work properly and people know how to use them, are broadly accepted to offer large safety benefits to shipping, by putting the information where people need it. So is this the right time for shipping companies to think about moving their navigation systems to electronic charts?

The downsides of electronic navigation are well publicised; seafarers need to be trained to use the new systems; international coverage of vector "ENC" files is not available for the full globe; there is a lack of consensus on the carriage requirements when ships are using a mixture of vector and raster charts. Also it is difficult to source electronic charts for the whole world from a single supplier.

But the upsides are pretty obvious. Seafarers can hear loud alarms if it looks like they're about to run aground or hit something, and, when incorporated with AIS, if they're about to collide with something. Electronic chart displays can be combined with radar and AIS, so seafarers can see exactly where they are in relation to what is around them with just one display. New chart files and updates can be sent to the vessel in data format, with no tedious manual paper updating to manage. Also, there can be cost advantages, with the US government expected to make its electronic charts available free of charge.

At this event, we also look at the charts themselves, the current availability and coverage of official and non-official electronic charts, the quality of the data, and the distribution mechanisms currently being developed. We also look at the complexity of putting together a portfolio of electronic charts and finding out what you need and don't need, in order to make sure you can keep the port state control inspectors happy.
